Cold Weather Improvements

- Improved thermal system behavior in cold weather.
- In the Rivian mobile app 2.19, added notifications in the app that warn you pre-emptively when cold weather may impact range, and when it starts to impact range.

- Fixed a rare issue that slowed down the media screens and caused audio stuttering when you scrolled or dragged items on the center display.
- Fixed a rare issue to improve door latch functionality.
- Fixed a rare issue which prevented software updates from fully downloading even in areas with good connectivity.
